What are the terms for Quebec graduates that an applicant must meet to apply for Quebec Experience Program?

To apply, meet the following terms:

  • Firstly, have the intention to settle and work in Quebec.
  • Secondly, have temporarily stayed in the province for studying.
  • Also, stayed in Quebec for half of the period of the study program.
  • Have a valid Quebec diploma.
  • If holding a technical diploma, a bachelor’s, a master’s, or a PhD degree:
    • After the end of the study program, have full-time, work experience for a minimum of 12 months in a NOC 0, A, or B skill level job.
    • At the time of applying, have a NOC 0, A, or B skill level job.
    • Have recognised, a maximum of 3 months of work experience in full-time, or part-time internship related to the study program in Quebec on a valid work permit.
  • If holding a vocational studies diploma (DEP) whether alone or with a certificate of professional specialisation gained together, with 1800 hours of training period or more, for the given trade:
    • Minimum of 18 months of work experience, after completing studies, in a NOC 0, A, B, or C skill level job.
    • At the time of applying, hold a full-time job at NOC 0, A, B, or C skill level.
    • If work experience is in a NOC C skill level job, then it must be linked to the DEP in Quebec.
    • Have recognised, a maximum of 3 months of work experience in full-time, or part-time internship related to the study program in Quebec on a valid work permit.
  • Have a French language skill level equal to or higher than 7.
  • Support itself and its family members for a minimum of 3 months.
  • At the time of applying:
    • Be equal to or above 18 years of age.
    • Have a valid passport.
    • If applying from Quebec have legal status.
    • Have an attestation of learning democratic values ​​and Québec values.


When not to apply?

As per the terms for Quebec graduates, do not apply to this stream, if:

  • Are holding a scholarship as per which the holder must return to its home country after completing the study program.
    • In such a case the applicant can apply from their home country after meeting the above term.
  • Have started a new study program in Quebec.

Apart from this, an applicant can apply for a Post Graduate Work Permit (PGWP) after graduating to work for any employer. Further, the applicant can also get a work permit after getting hired by an employer in Quebec under the Temporary Foreign Worker Program.


Valid Quebec diploma

Quebec accepts the following diplomas as valid:

  • Bachelor (1st university cycle);
  • master’s (and an MBA);
  • PhD;
  • Technical college diploma (DEC);
  • Vocational studies diploma (DEP) for 1,800 hours or more;
  • Vocational studies diploma (DEP) with an attestation of vocational specialization (ASP) for a minimum of 1,800 hours of continuing education for a specific trade.

Besides, to qualify, these diplomas must be:

  • Firstly, obtained within 36 months before applying for permanent selection.
  • Secondly, must be issued by a Quebec university or a ministry of education and higher education recognised educational institution.
  • Also, must have been received at the end of the study program in Quebec.


Ineligible diplomas

The applicant can not apply to the Quebec Experience Program if:

  • The applicant holds a diploma that is not accepted by Quebec.
  • Hold 2 DEP’s with a training period of fewer than 1800 hours.
  • Have a DEP (double program) with a training period of fewer than 1800 hours.
  • Were not staying in Quebec for half of the period of the study program.
  • Have a scholarship as per which the applicant must return to its home country.


French Language Skill Level

As per the terms for Quebec graduates, the applicant must have 7 skill level. Whereas if applicable the applicant’s common-law partner or spouse must have a minimum of 4 skill level as per the Quebec scale of French language proficiency levels for immigrants adults.

Also, the province accepts the following test results and diplomas as proof of French language skills:

  • Chambre de commerce et d’industrie de Paris Île-de-France (CCIP-IDF) – Test d’évaluation du français adapté pour le Québec (TEFAQ) of the;
  • Centre international d’études pédagogiques (CIEP) – Test de connaissance du français pour le Québec (TCF-Québec) ;
  • CCIP-IDF – Test d’évaluation du français (TEF);
  • CCIP-IDF – Test d’évaluation du français pour le Canada (TEF Canada);
  • Test de connaissance du français (TCF) – CIEP;
  • Diplôme d’études en langue française (DELF) – CIEP;
  • Diplôme approfondi de langue française (DALF) – CIEP.

 

Apply for permanent selection from Quebec

To apply, meet the terms such as:

  • Firstly, apply as a Quebec graduate through the Quebec Experience Program (PEQ) for permanent selection.
  • Secondly, be of or above 18 years of age.
  • Also, intend to settle in Quebec.

 

Apply to IRCC for permanent residence

After getting a Quebec Selection Certificate (CSQ) an applicant can apply to IRCC for permanent residence in Canada.

 

Temporary Work Permit

Applicants who are in the province as skilled workers and have a CSQ do not have to submit a temporary selection application for extending or renewing their work permit. Besides, in such a case a Quebec employer does not need a Labour Market Impact Assessment (LMIA).

 

Who qualifies for an LMIA exemption in Quebec?

CSQ holders can be exempt from LMIA who are:

  • Quebec graduates who:
    • Have a post-graduation work permit (PGWP).
    • Have a valid job offer from Quebec.
  • Temporary workers intending to either renew their work permit for the job they currently have or extend the validity of their work permit to work with a new employer.
  • Canadian International Experience Program participant in Working Holidays, Young Professionals Internship, Co-op Internship, have a work permit and want to renew their work permit for a current job or want to extend their work permit for working with a new Quebec employer.

Besides, the applicant’s accompanying spouse or common-law partner can also apply for an open work permit as per certain terms.
