Priority Skills NL
The Priority Skills NL stream of the NL PNP is for applicants whose job profile falls under in-demand occupation in NL. In addition, they have a high level of education, language skills, and impressive work experience. But they must intend to live in or come to NL to become a Canada PR cardholder.
Besides, Currently, NL PNP is taking applications under the Priority Skills NL stream from applicants who:
- Have work experience of 1 year in the last 10 years in a specialised, highly skilled, in-demand occupation.
- Have a PhD or Master’s degree from Memorial University within the past 3 years in the following areas Agriculture, Aquaculture, Healthcare and Technology.
Further, to apply to this stream, applicants will first have to give a questionnaire. And if they score a minimum of 60 points, their application will be accepted and processed further.
Finally, if you have submitted an Express of Interest (EOI) with a very high score. And if your application is getting good interest from the local employers, then NL PNP will invite you to apply to PNP for provincial nomination without a job offer.
Who can apply to the Priority Skills NL PNP sub-stream?
To apply to the Priority Skills NL PNP stream, the applicants must meet the following terms as per their applicable case:
General terms for all applicants
- Firstly, have a language skill level of CLB 5.
- Submit test results for IELTS or CELPIP not more than 1 year old.
- Secondly, be 21 years of age or older.
- Finally, agree to live and settle in New Foundland and Labrador (NL).
Terms for in-demand academic applicants
- Have completed a master’s or PhD degree from Memorial University within the past three years.
- Also, specialisation must be in 1 of the following areas:
- Healthcare
- Technology
- Agriculture and Aquaculture
Terms for in-demand work applicants
- Have a minimum of 1 year of work experience within 10 years.
- Also, work experience must be in highly-skilled, specialised, in-demand occupations.
How to apply to the Priority Skills NL PNP sub-stream?
Step 1 – Complete an Expression of Interest
The first step towards applying to this stream is by completing a questionnaire. This is not a formal application but shows your interest in applying to the sub-stream. Also, the Expression of Interest (EOI) process will share if the applicant qualifies to get an Invitation to Apply (ITA) or not.
In addition, the questionnaire will cover the following information:
- Language Skill Level – English/French.
- Submit language test results to prove the same.
- Age
- Education
- Work Experience
- Family connection in Newfoundland and Labrador
An applicant must complete the EOI process as per their high questionnaire score, and as per the above details, the Office of Immigration and Multiculturalism (OIM) will make a final decision for ITA.
Step 2 – Get an Invitation to Apply (ITA)
As per the information supplied by the applicants, the Office of Immigration and Multiculturalism (OIM) will make a final decision. However, as the info is accessible to NL employers, they too can vote for applicants who will be successful or not for their companies and or the province.
Besides, the Priority Skills NL PNP sub-stream is for applicants who do not have a job offer from the province. But during the processing period, they may land the same from an NL employer.
Step 3 – Apply for nomination via the online portal
After getting an ITA, an applicant will have to submit an immigration application via the online portal. After the successful processing of your application, NL will issue a provincial nomination certificate. So, with the same, you can further apply to IRCC for a Canada PR visa.
Besides, the PR visa application timelines vary on the category via which you apply. As a result, while waiting for a decision on your Canada PR visa application as Provincial Nominee you will get support from OIM such as work permit support letters for work permit requests.

This pathway is for applicants who have a minimum of 1 year of work experience in 10 years. Also, the work experience is in a highly skilled, in-demand, specialised job profile.
