The SINP follows the Express of Interest (EOI) system to select potential applicants. Under this system, you must give an EOI. However, an EOI is not a formal application but you are showing your interest to apply to the program. Also, you must get a score as per EOI factor such as:

Latest SINP draw held on Sep 24 issues 535 ITAs where 278 applicants selected from Express Entry Stream
In case you received an Invitation to Apply (ITA) under the Express Entry Stream of SINP then it means you:
- Have an active Express Entry profile.
- Have applied under 1 of its sub-streams such as:
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
- Canadian Experience Class (CEC)
- Also, meet the EE Human Capital factors:
- Age
- Language Skills
- Education Level
- Work Experience
- Further, have submitted an EOI to SINP under the Express Entry Stream.
- Finally, have a minimum qualifying score of 82.
Besides, if you get a nomination against your EE profile then you will get an extra 600 CRS score. This increases your chances of getting ITA to apply for a Canada PR.
In short, looking at the above details, the CRS score has gone up. But we can see it as one odd case. Thus, in the coming draws, the CRS score will slowly go low and the selection of applicants will go up.
