This stream is for foreign students who have graduated from Manitoba and have the skills to grow the province. Apply under one of the following streams of International Education Stream:

- Graduate Internship Pathway
- International Student Entrepreneur Pilot
Career Employment Pathway
To apply, meet the terms such as:
- Firstly, must have graduated from a Manitoba recognised institute/university.
- Secondly, have a job offer in an in-demand occupation.
- Also, the job offer must be in the field of study/training.
To apply, meet the following terms:
Factors | Minimum Requirement |
Education | Have a minimum of 1-year full-time post-secondary study experience from a Manitoba recognised institute/university. Also, you must have graduated in the past 3 years. |
Language Skills | Language skill level must be a minimum of CLB/NCLC 7. |
Current Job in Manitoba | Must have a full time, continuous, paid job offer from a Manitoba employer. Also, the job offer must be for a minimum of 1 year in an in-demand occupation list. Further, this job offer must be related to your field of study/training. However, at the time of assessment of your profile, you must be working full-time.
Note Degree graduates can qualify if they have a NOC 0, A, B or in an in-demand job in Manitoba. MPNP can choose to assess your profile as per program or occupation-specific limits.

Adaptability | Prove your intent to live, settle and work in Manitoba. Also, submit a career settlement plan. |
Graduate Internship Pathway
This stream helps international masters and PhD graduates contribute to the innovation industry in Manitoba. Besides, only foreign graduates who complete an internship through Elevate or Accelerate internship programs with MITACS can apply. Also, after your internship, you do not need a job offer to qualify for this stream.
To apply, meet the following terms:
Factors | Minimum Requirement |
Education | Have a Masters/PhD degree within the last 3 years from a Manitoba recognised institute/university. |
Language Skills | Language skill level must be a minimum of CLB/NCLC 7. |
Internship in Manitoba | Must have completed a MITACS Elevate or Accelerate (including Accelerate Entrepreneur) internship. Also, this internship should be in an eligible industry and research company in Manitoba. |
Current Job in Manitoba | You do not need a job offer for applying under the Graduate Internship Pathway of the International Education Stream (IES).

International Student Entrepreneur Pilot
Under the International Education Stream, this sub-stream offers 20 spots (a year) for foreign graduates from Manitoba. Also, it helps applicants to start a business in Manitoba after completing their graduation. Besides, to qualify, you must meet all the terms of your Business Performance Agreement (BPA).
To apply, meet the following terms:
Factors | Minimum Requirement |
Business Experience | Submit a business plan along with your MPNP application.
Also, you must have a valid work permit, and Have an active involvement in the day to day operations of your business. You must be running your business as a senior manager, 6 months before MPNP selects your profile. Also, you must meet all the terms of your BPA. |
Language Skills | Meet the CLB/NCLC 7 language skill level. |
Education Level | Must have completed a full-time, min 2 years post-secondary program from a Manitoba recognised institute/university. |
Age | Must fall between the age group of 21 to 35. |
Adaptability | Prove that you were living in Manitoba after completing your studies.
Also, have a valid open work permit or post-graduate work permit at the time of applying for MPNP. Further, you must prove your intent to settle in Manitoba even after MPNP selects your profile. |
Funds to settle in Manitoba | MPNP does not have a set limit for settlement funds but you must submit financial statements. As this will help MPNP check how profitable your business plan is for you and Manitoba. Also, you must show funds set as per Low Income Cut Off (LICO) terms, for a 12-month period.
Further, you need to submit a report that verifies your net worth from MPNP approved third party supplier.
