The maple leaf country’s, Immigration Minister Honourable Sean Fraser on Nov 01, 2022, shared the latest update on the Immigration Levels Plan for 2023-2025. As per the new update, Canada has raised the bar for admitting foreign workers for permanent residency in Canada.
The details of the Immigration Levels Plan are as the following:
- 2023 – 465,000 people to get Canada PR visa.
- 2024 – 485,000 people to get Canada PR visa. This is 20,000 points rise in the targets.
- 2025 – 500,000 people to get Canada PR visa. This is 15,000 points rise in the targets.
However, the above rise in selection figures in the new plan does not come as a complete surprise. The country had already shared that it plans to select 1.2 million people for PR visas by 2025. And the same is visible in the new plan.

- The Express Entry PR pathway (including main applicant, spouse, and dependants) to accept:
- 2023 – 82,889 PR visa applications.
- 2024 – 109,020 PR visa applications.
- 2025 – 114,000 PR visa applications.
- The PNP pathway has become the leading Canadian immigration pathway. Because it has the highest allotted targets under it such as:
- 2023 – 105,500 applicants will get admission.
- 2024 – 110,000 applicants will get admission.
- 2025 – 117,500 applicants will get admission.
- Also, we see a rise in targets under the Family Class category for the PGP pathway.
- 28,500 visa approvals in 2023.
- 34,500 visa approvals in 2024.
- 36,000 visa approvals in 2025.
- However, not all categories show a growth in targets. For we see a slip in figures under the Refugees & protect persons.
- 2023-2024 no change in new targets i.e., 76,000.
- But we see a slip in figures for the 2025 targets i.e., 72,750.
- Similarly, for the Humanitarian and Compassionate Class we see the figures fall:
- 2023 – 15,985.
- 2024 – 13,750. 2,235 points fall in targets.
- 2025 – 8,000. 5,750 points fall in targets.
